Apostille for German document issued in Tunisia

I ordered an apostille for a German police record but the one I received was issued in Tunisia not Germany This makes the document invalid for my needs as apostilles must come from the country where the document originates Germany They responded by stating that the legal basis for issuing the apostille in a country different from the one that issued the original document is the 1961 Hague Convention which abolished the requirement for legalisation and instead allows member states to issue apostilles However the convention clearly stipulates that each member state determines which authorities are authorised to issue apostilles According to the official list of institutions authorised to issue apostilles for Germany their partner in Tunisia was surprisingly not listed Since then they have offered a refund but I have not yet received it Additionally they attempted to pressure me into deleting this review and even asked Trustpilot to remove it by claiming it was meant for a different company
