Tried to cash in a winning scratch off and was told the ticket had already been scanned I bought the ticket a block from my house and am certain it was never cashed in I asked the clerk if it is normal practice to give a winning ticket back to the person along with the cash The answer which I already knew was no He could not explain how someone paid me and gave me back the ticket I either got ripped off by the clerk or there is a glitch in the scanners that determine the payout I don t think the clerk cheated me
